RESOLUTION OF CIVVIH ON
HIGH-RISE BUILDINGS IN BUDAPEST!!!
ADOPTED DURING THE ANNUAL MEETING IN DELHLI 9th DECEMBER 2017

 

 

 

The Budapest World heritage site (Banks of the Danube, the Buda Castle Quarter and Andrássy Avenue) and the related buffer zone) is repeatedly menaced (and endangered) by the demolishing of historic buildings in our ages. Quite a few new strange buildings and the visible consequences of the contemporary new flats inserted into the attics - instead of necessary restoration of historic buildings – which endanger the OUV. Because of this kind of interventions several SOC reports dealt with these issues and already some ICOMOS-WH mission monitored the WH property of Budapest.
Alike in the case of other greater European cities earlier (Vienna, Cologne, Baki,etc.), also in Budapest a recent deleterious ambition appeared nowadays. New urban regulation  are  more flexible and in some areas allows to erect high-rise buildings; unfortunately developers in some cases manage the implantation of those buildings also in places which could create adverse effects to visual integrity or the WH property. They get building permission not far from the protected world heritage site/buffer zone. The planned new buildings will compete with the view of the characteristic historic buildings because of the created co-visibility. The silhouette of the high-rise buildings injures the valuable unique urban landscape and endanger the integrity of the world heritage site.
A CIVVIH resolution would help to stop these dangerous tendencies.
Therefore ICOMOS-CIVVIH has to express its concern and ask Hungarian authorities
- to develop and implement a concise regulation identifying areas where high-rise buildings can be placed without adverse effects, and
- to use the Heritage Impact Assessment in each and every planned development and deliver building licenses only if the future building will not harm to visual integrity.
CIVVIH also express its general concern about emerging menaces worldwide against visual integrity of historic cities and areas, therefore proposes
- more appropriate use of the UNESCO’s HUL recommendation (2011) and
- the respect of the article 122 of the Operational Guidelines, furthermore
- to develop and use an efficient 3D tool for evaluation of development project before issuing building license, and to investigate the possibility of introduction of a new legal tool for the protection of the visual integrity, as a mandatory requirement (at least in the case of WH properties) supporting the efficiency of the protection already assured by the buffer zone.
